Molloy University Introduces New Professional Administrator Certificate Program
Recent changes to school leadership certification in New York State are reshaping how educators prepare for administrative roles. In response to these updates, Molloy University has introduced a NEW 21-credit Professional Administrator Certificate (PAC) program designed to align with the evolving standards established by the New York State Education Department and the New York State Board of Regents. Molloy is among the few universities in New York offering this new program.
Under new state regulations, the existing School Building Leader (SBL) and School District Leader (SDL) certification titles will gradually be phased out by September 1, 2031. In their place, New York State is introducing the Professional Administrator Certificate, a single certification that reflects modern expectations for educational leadership and aligns with the Professional Standards for Educational Leaders (PSELs).
To support educators pursuing leadership roles under this updated framework, Molloy’s 21-credit post-master’s Advanced Certificate in Professional Administration provides preparation for administrative leadership, aligning with the requirements for the New York State Professional Administrator Certificate. While the PAC supports leadership development at both the building and district levels, district-level Superintendent positions will require a Superintendent Extension.
Designed with working professionals in mind, the program combines online synchronous and asynchronous coursework, allowing students to complete much of their work on a flexible schedule. Students also participate in a once-a-month online Zoom session, providing an opportunity to connect with professors and peers while building a professional learning community.
A key component of the program is a 300-hour internship, which allows candidates to gain practical leadership experience in school and district settings. Of those hours, 120 are embedded within the coursework, helping students connect theory with real-world administrative practice as they progress through the program.
While the program leads to eligibility for the Professional Administrator Certificate, it also provides flexibility for those interested in eventually pursuing a Superintendent Extension.
New York State requires the PAC and 60 graduate credits for superintendent eligibility. Because the PAC program consists of 21 credits, and most master’s degrees include 33–36 credits, many candidates will already have 54–57 credits toward that requirement. As a result, most candidates may need only one or two additional courses beyond the PAC program to qualify for the Superintendent Extension application.
The program also connects with Molloy’s Ed.D. program, allowing students to continue advancing their academic and professional goals. Up to 18 credits from the PAC program may be transferred into the Ed.D., and Ed.D. credits may also be applied toward the PAC program in conjunction with completion of any additional required courses including the licensure practicum.
