As per New York State, the current SBL and SDL certifications are gradually being phased out. The new NYS Administrator Certificate is now called the Professional Administrator Certificate (PAC).
In response to the recent school leadership licensure changes at the New York State level, Molloy University’s Professional Administrator Certificate (PAC) is a 21-credit Post-Master’s Advanced Certificate Program that develops school building leaders and school district leaders in the areas of curriculum, assessment, administration, and supervision. The program focuses on providing a strong foundation to apply knowledge, concepts, and theory into practice. Through diverse and comprehensive experiences candidates will be exposed to strategies, theories, and fieldwork necessary to create and develop skills to address the challenges of our diverse learning communities and includes experiences, in districts serving students at different developmental levels and with a variety of characteristics and socioeconomic backgrounds.
While the program leads to eligibility for the Professional Administrator Certificate, it also provides flexibility for those interested in eventually pursuing a Superintendent Extension which is a required certification for district-level Superintendent positions.
The PAC program also connects with Molloy’s Ed.D. program, allowing students to continue advancing their academic and professional goals. Up to 18 credits from the PAC program may be transferred into the Ed.D., and Ed.D. credits may also be applied toward the PAC program in conjunction with completion of any additional required courses including the licensure practicum.

- Demonstrate an understanding of instructional leadership as essential to school and district success by utilizing the Professional Standards for Educational Leaders (PSEL) to drive decisions that include instruction that promotes each student’s academic success and well-being.
- Demonstrate an awareness and appreciation of diverse philosophical, religious, and cultural concerns within education at the school and district level.
- Develop a conceptual base from which learners can exert educational leadership in the areas of administration and management at the school and district level.
- Identify and interpret the components of an annual school and district budget and the connection between budget decisions and student outcomes.
- Utilize data-driven decision-making, by implementing technically appropriate systems of data collection and strategic planning and additionally, to improve student outcomes and organizational effectiveness.
